Graduate of the screenwriting department at FAMU film school and film studies at Charles University’s Faculty of Arts. Felcman made his debut in feature-length fiction cinema with the screenplay for A Night Too Young. He has been focused on film curation and dramaturgy for many years and his first dramaturgy of a fiction feature was for Petr Václav’s We Are Never Alone. He was chief dramaturge of Čestmír Kopecký’s creative group at Czech Television (2013–2014). He directed the film Kino Effenberger based on the pseudo-screenplays of Vratislav Effenberger. He was creative producer of Jan Neměc’s The Wolf from Royal Vineyard Street. He directed a documentary about cinematographer Jaroslav Kučera. He also heads the Ostrava Kamera Oko festival.
